This Social and Behavior Change Communication (SBCC) strategy has been developed as part of a UNHCR initiative to support Ukrainian refugees and residents of collective shelters, as well as women from female-headed households in Poland, in taking steps toward greater independence and inclusion.

The strategy provides a roadmap for designing and implementing communications activities that promote three priority behaviors:
  • Seeking and maintaining formal employment
  • Pursuing independent and stable living arrangements
  • Actively engaging in language learning.
This document is intended to guide stakeholders in developing targeted, insight-driven communication activities. It outlines the behavioral rationale, strategic approach, and the design process for interventions.
